is evidence that for every $1 invested in preventive programs for children
aged one to five, $7 will be saved in later payments made through health,
social service, and justice agencies. It is also shown that children who
have had a positive preschool experience are more likely to complete school
and become gainfully employed, and are less likely to fall victim to teen
pregnancy, juvenile delinquency, addictions, and school dropout.
